There a lot of sites (Google Webmaster Tools for example), that can analyze your site and tell you that your site has been optimized for good. But here is a checklist that should help you know if your site has been optimized well:
1) Good keyword research (a mixture of exact match, phrase match and broad match keywords and to some extent negative keywords but use these with caution)
2) Title should contain the keyword/s and written in meaningful way within 55 characters
3) The meta description should also contain the keywords within the 160 character limit
4) Place the keywords in the respective area
5) Your content has been optimized well (factors like keyword density, content quality and duplicate content should be dealt with)
6) Resolving canonical issues
7) Presence of robots.txt
8) Creation of sitemap and submitting it to Google
9) Footer link optimization
10) Good internal linking
11) Domain registration data

Unique meta title, description and then the content should not have more than 4% of keyword in each page. Url structure should be optimized for the major keywords. Apart from these things the heading tags, schema markup and site map should be set up for the site. Make use of W3c validation for the site and remove any errors. Get rid off crawl errors, 404 errors and anything which stand in the way of crawling and indexing.

Add the description of your website up to the limit, and also the title of your web page must contain the keyword that your service is related too. It is also necessary to add the sitemap to your website, and i suggest you not to use any SEO Tool, some of them are just fake, probably most websites add them "Use this SEO Tool to get your website on 1st rank" Never believe this thing, i have tried them, its their way to earn money. But hiring the SEO Specialist is different thing, it might work if you cannot do everything yourself, but doing everything yourself is always a better thing.

TBH, even hiring an SEO specialist may only do so much. For SEO to really work, the company must get really involved. A SEO consultant outside of the company isn't going to know the in's and outs of the industry without the client's input. A good SEO consultant would communicate that, in the new world of SEO, it is more of a collaborate effort than a single man march.

I agree with you on tools though. Don't ever believe anything, be it Tools or person, that guarantees 1st page ranking etc. If they make these promises, then they clearly misunderstand how SEO works.

Tools can help as a guide though, and make life a bit easier by helping you to apply mass changes.
