Resizing Filter Effect

Sometimes when testing with Photoshop creative filtration on low res pictures I see exactly what I want the picture to look like because I can see the whole structure on my observe, however if I want to get the same impact on a higher res computer file (so I can create a huge print) I can't just exchange my filter slider configurations because they don't have the same strength on a huge computer file. It's challenging to begin first with a higher res computer file because the filter results are not as extreme when watching the complete structure. Does anybody know what I'm trying to say and is there a technique to achieving what I'm trying to do? In other terms exchange the preferred filter impact on a low res computer file to a much bigger great res computer file. Resizing (interpolating) the low res computer file does not offer the high quality I need.
