I want to design a wordpress theme by myself
so Should I start a theme from scratch or from a wordpress theme framework?
can you suggest me popular wordpress theme framework ?

The best bet is going with what you like if you feel that you want to use a framework then go for it or if you would rather build it without one then thats good to.

Hybrid is good framework for myself. It is very solid and love the hooks!
