If it is very limited, then you must choose lower hosting plans to cut costs but the budget is always flexible and you can add to it. What is your hosting budget when you buy a new hosting plan?

Both consumers and companies have financial limitation on buy-in services, not doubts about that. However, i firmly believe that the questions is "Are my requirements relevant to my budget?". If anyone wants to buy more computing resources than their budget can buy, I think that one would better increase their budget. Otherwise there is a push on the industry to go and match unrealistic expectations, which is bad for everyone.

I would change a bit more on this sentence because the budget will decide the requirements for people when choosing a web hosting.
It should be: "Is my budget deciding my requirements for a hosting plan?"

Sure, you can change it the way you want :) Still, it makes much more sense to adapt based on the technology requirements then based on the financial limitations. Anyone has certain budget to spend on anything. it is not much to discuss there. The technology requirements are objective.

Depend what level hosting you want for me a good host for shard should charge anywhere between 3 and 10 dollars a month depending on specs vps and beyond are a bit different do not fall for ultra cheap hosts that offer a dollar a year or something you will not get the support that you need

Person to person requirement differs. If someone is planning to start a blog/website, then shared hosting is the best solution which comes in less than $5/month.

The reason is no one can get huge traffic from day one. Everyone need atleast three months to get more than 100 visitors per month. And to achieve this, one has to work one SEO so that website comes on Google's first page.
