I'm planning to put up a website that will offer webinars on a range of topics. Is this something I can do on a hosting plan with a limited disk space (1 GB) and 20 GB bandwidth? I'm not quite ready to invest on an unmetered bandwidth and disk space so I'm looking for ways to go around the limitations of hosting plans within my budget. I was thinking of uploading the videos on youtube and simply linking to the URL TO give viewers access to the video. Is this idea feasible?

Yes, a shared hosting plan would be fine for this. I would suggest YouTube for your video content unless it's behind a pay wall.

It is a new website and I am sure it has less traffic, so a basic shared plan can be suitable to your requirements.
I would suggest you to contact some providers on this area https://forumweb.hosting/102-shared-hosting-offers
they can do a custom hosting plan if you wanted.

How if the first person knew your Youtube video URL and sharing to others?
Putting on your own hosting then you can control and protecting your videos by limiting accesses to them.
It is an advantage of self hosting and you should have this for your website.

A shared hosting plan will be enough if you use a third party service like Youtube or Vimeo to host your videos.
You can easily embed you video to display them on your website without using your hosting plan bandwidth.
