What is the difference between PHP 7 and PHP 7.1?

I heard some people said that an website addon can run on php 7 but will not run on PHP 7.1 completely, is that true? What is the difference between PHP 7 and PHP 7.1? which version should I use?

If the website is compatible with php7.1, it's not a problem, but all apps and plugins (for wordpress for example) are not compatible with php 7.1 yet.
PHP 7.1 only offer some small performance improvements but it's not required to switch to php7.1 now.
