Could not I downgrade my cloud web hosting package?

I am using cloud hosting of vultr but there is an option to upgrade my hosting package without downgrading my plan as RAM, CPUs...etc
I also used OpenVZ and it allowed me to scale down the package if needed. What is the difference between them?

I'm struggling to understand what your question exactly is. What is the difference between what?
Cloud hosting packages should all allow instant downgrades on the fly.

As per your question , no difference and both can be downgraded

From the query you have mentioned what I understand is you are using cloud VPS as well as a traditional VPS which is Openvz based. You can easily downgrade or upgrade Openvz based VPS if the provider has allowed you the permissions to do so for vultr , I believe you will to contact their support or sales department in order to downgrade the set up you have.
