Google focuses more than 200 things to rank any specific web page, title tag is one of them. Many SEO professionals believe that title tag is the main part to inform search engine what the page is about. That's why in most cases you will find that keywords are present in title tag either in exact format or in a mixed format. But there are some different cases too. Opensiteexplorer was one of them. Was ranking top on google first page for the term "backlink checker" but their title tag was Simply "Open Site Explorer". But I just checked and found that they have changed their title tag and inserted keywords their :)

While posting any blog you must be concerned to give an eye catching title to your content. Because this is the only thing which will be noticed by the readers first. No matter whether you have provided unique and good quality content until unless readers will open it.

Whatever title you mention in your web page it has to be fresh and meaningful. When you submit the Site in SEO tools, The Search Engines will keep the pages in its cache as per page title. Whenever you search any topic in search engine, it will result the list of websites which has the keyword you are searching for in its page title and keyword set. It really effects the Website Ranking.

I would take this concept a step further... I would say that there are 4 page elements in total that should be really focused on in terms of SEO. There is page title, there is the URL itself, there is either the description tag OR keyword matching text. If you do a search for any topic in Google. These are the 4 elements you will see that are combined to create a listing in the SERP's. Once you understand how these elements may effect a listing, you can actually start manipulating how these elements appear in the Serps.

Did you know? in wordpress when you create a post the title of the post becomes the URL AND the title of the page?
Did you know you can go back in and re-title the page? When doing this the URL remains the same, but the title tag changes.
Did you know you can go in and change the description tag to a certain extent without effecting your overall SERP rank?
Did you know that when displaying the body text match for a term ( when a description tag is not present ), Google general displays the first instance of a match, aside from H tags, bold, or italic?

When you start looking at a SERP listing in this manor, you are quick to realize that as much as they are SEO elements, they can be used as CRO ( Conversion Rate Optimization ) elements as well

Many business owners are surprised to learn just what goes into the ranking of a website, a blog, or a page. In fact, search engines use at least a couple hundred different criteria to determine where a page ranks in the search results. While using the right SEO keywords in your page text will help, there is much more to consider.

When you say the title of the web page, do you refer to the title of an article or to the html title of the page?
If you are speaking about the html page title, you are talking a bunch of nonsense. How can you say that the title should have 12-15 words??? The title should have a MAXIMUM of 50-60 characters, anything longer than that and Google will not render it all.

Also, your English is not that good, can you please explain what "it is a descriptive word in 12-15 words" means?
"Title is usually placed in the tag of HTML" - The title is ALWAYS placed in an HTML tag (in the <title> tag located in the
<head> tag to be more precise)
"It is more important" - More important than what?

Here is a complete article explaining the title tag in more depth
Please don`t post more threads if you don`t have a clue about what you are talking.
