I think this all boils down to how much experience you have, not everyone can start with $90 and make money online. Not to say it's impossible, it's just not practical for a newbie to start an online business with $90.
5 years back I would have said, absolutely yes, but things are expensive these days. And it also depends on what type of business model you want to start. Do you want to blog, run an eCommerce site, forum, social network?
If you can find out what type of online business model you want to start, maybe you'll be able to figure out if 90 bucks is enough or not.
However, just to answer your question in short: Yes 90 bucks can definitely build a website that can generate revenue. But this depends on a lot of factors.
