Web layouts on mobile devices and PC are different templates for SEO?

My question is, web layouts on mobile devices and PC are different templates for SEO?
I mean I should keep all content on design for desktop PC the same on smartphones, Does google consider them as 2 different pages or google considers content on PC version is main page for ranking and ignore mobile version?

Can any one explain me?

As far as I understand G makes a subtle but important difference between desktop/pc searches versus mobile searches... If your website does not look so great on mobile devices then your rankings may suffer, to what degree I cannot say. This is what they have stated publicly... So its in your interests to make sure that your website is optimized for mobile devices...

That could mean that you use a theme which is mobile responsive i.e. the layout is automatically amended for mobile devices and hence it is the same page or that you are redirected to the mobile version of a website...

If you choose to redirect to a mobile version of a website then I recommend that you use the "canonicilization" tag to consolidate link juice to one version of your page - in this case I would consolidate it to the main site pages... For info on canonicilization check this out for starters... Its basically a one line code which you insert within the html <head> part of your code...

The best way to do this is by using mobile friendly templates for your website. This kind of template will open in it's own version automaticly if it get open by mobile @ tablet. When it get open by computer, it will open it's own version automaticly as well. This kind of template google love more because it give a better user experience on the website visitor.

what about responsive design, if I have a responsive design then responsive on PC and on Smartphones considered by google as 2 different templates?
and it will be crawled with 2 versions or only for desktop version?

Responsive design is simply a "template" or better, a design, that is able to resize itself depending on which screen it is displayed. So, it is exactly the same site.

Another solution as said above is to have a mobile version. I prefer this solution as most of the time when you are on a smartphone, you are not looking for many informations. You are rather looking for directions to a shop/restaurant, you want to know what is their opening hours, phone numbers, menu etc. Some simple informations in fact.
And you don't want to have to wait a long time to see the page showing on your phone (specially due to the cost of the connection, depending of your phone provider but not only). So it is really better to have a "light" version of your content for the mobile version of your site in my (humble :)) opinion.
