i have a serious question i want to design a responsive website let me guide which plate form i have to use. WordPress or Megento joomla Opencart osCommerce ?

Wordpress will have more choices for your and also it's very easy to use and developing what you want. I used more blogs and websites with wordpress. Nowadays, more people are using WP as their platform and I recommend you should choose WP for your website. :)

Responsive web design (RWD) is a web development approach that creates dynamic changes to the appearance of a website, depending on the screen size and orientation of the device being used to view it. RWD uses so-called breakpoints to determine how the layout of a site will appear: one design is used above a breakpoint and another design is applied below that breakpoint. The breakpoints are commonly based on the width of the browser.
The same HTML is served to all devices, using CSS (which determines the layout of webpage) to change the appearance of the page. Rather than creating a separate site and corresponding codebase for wide-screen monitors, desktops, laptops, tablets and phones of all sizes, a single codebase can support users with differently sized viewports.

thanks for recommending WP there is no denying fact that WP is easy to use but i have heard stories about WP hacking .. WP called bit insecure by experts

Yes, me also would like to prefer you Wordpress CMS is the best for this purpose. But joomla is also a good option to create a responsive website.

your question is not clear, Word press is mainly a CMS, although it has E-Commerce too. Others are more of E-Commerce websites. Whereas responsive web design is no way related to just the choice you made. Please be more explanatory.
