I'm sorry? Illustrator is a vector drawing/editing program, not a program to edit JPG,PNG, GIF or other not vector based images/pictures. Photoshop is pixel, or raster based.

Photoshop is best for raster images like web graphics. Illustrator on the other hand works best with vector images and is commonly used for logo creation and large format printing designs as vector images does not lose quality when stretched. If you are going to be creating graphics for promotion online, photoshop is the tool for you.

Good question lawrencegordon! Actually this is my own opinion to learn first PS. I think PS offers lots of tools and easy to learn then illustrator. Using pen tool in PS pretty good then Ai.

Yes first time when you start with either of them it might be difficult to begin with. But whichever you start with, the next one will be so much easier. So there isn't much more differences between PS and Ai through using aspect. :)

Photoshop and illustrator both are unique in their own ways. We cannot decide which is best because its totally depends on your requirement. For example, Photoshop is mainly used for modifying already created images and it also used to create User interface designs, Banner ads, web pages etc,. where illustrator is mainly used for creating logos and vector images which never lose their quality at the time of scaling the image up and down. Also used to create brochures and brand marks.

I'd say that you learn Photoshop first. They're both different, but Photoshop (in my opinion) is more important for internet marketers because you can make things/edits in 5 minutes instead of paying someone $10 to do it in 24 hours.

Illustrator is more for graphic creating. Photoshop is more for image editing and touch-ups.

Once again - for pictures/images editing you have to use Photoshop or an another PIXEL/RASTER based software.

A citation from PCMag:

Adobe Illustrator

A full-featured drawing program for Windows and Macintosh from Adobe. It provides sophisticated tracing and text manipulation capabilities as well as color separations. Illustrator was originally developed for the Mac in 1987 and, up until Version 7.0, which was introduced in 1997, the Mac version included more features. The Macintosh version is the most widely used drawing and composition program for the Mac platform.

For me, definitely would be Photoshop, because it has a lot of different tools for help you creating so many things. You can even make gifs on Photoshop.
It's the best option if you want to be a graphic designer, to make logos, drawings, edit your photos, almost everything.

If you want it for photo editing only then I recommend you to learn Photoshop first. Photoshop is definitely the best and very powerful photo editing software in the market. Even if you want to do a normal editing to your pictures or in a professional way, Photoshop is always recommended. Photoshop can be used for more purposes too like making website layouts or designs for your websites or blogs. About Illustrator, it is also an important software but if you are interested in designing logos, brochures, templates, etc. will be recommended for those things.

If you want to create vector or draw, so go to AI. If you want edit the available images to make them beautiful, so try PS
But I think if you should know both, cause they support each other and make your work easier. Besides, I think if you know one, you can know another, cause they have some same function :)

As others have mentioned, Illustrator is for vector drawing and Photoshop is for editing raster images. You can also create illustrations with Photoshop. So if you only have the option of learning/using one of these software, I would suggest Photoshop as you can use it to design banners, brochures etc. and also edit product images.

But if it's an option, I would definitely recommend learning and using both Photoshop and Illustrator.

IMO, you can learn Photoshop first as it will become mandatory for editing and making marketing materials. Unless you prefer building original logos then you can go for Illustrator.
