DirectAdmin and Plesk are user-friendly, offer great support and are reasonably priced. If you are considering a free web hosting panel, then have a look at SPanel. It is a decent control panel.

On of my friend using shared license and I checked there and all features are same as original cpanel and also he can create unlimited accounts.... I did not getting if cpanel license have account limitation as per costing, how he can create unlimited accounts with shared license...
