No, cPanel don't terminate the account if the user exceed disk space. IF you are using a third party tool . In that case it might be possible. Your user get terminated. By default cPanel don't terminated the account.

No, WHM should not delete the account that user just won't be able to write to the server. I'm sure it's possible to enable this functionality can be enabled by a 3rd party tool but it's not standard behavior.
It's possible to auto suspend over quota but not delete.
That would be the expectade thing to do. When bandwith is over passed, the "suspend webpage" appears. This time i dont get the atitude of hoster

Sad to say since 01/30/2018 (15:03 ) i cant acess to my cpanel, receive email and website if off. Ticket has been escalated 2 hours ago....
Process of picking a hoster is sometimes a trial and error.
With no acess to email since 29 january, account terminated without explanation, support unable to restore account nor give a simple explanation, i have moved on and said goodbye to hostmastered.net today after 4 months of use.
I would suggest to be extra carefull for prospective users to go with that hoster.
