In your cPanel > Security section > Leech Protect, do you notice any directories marked here? If yes, click that directory or any really, just to see the settings page, near bottom you find the Disable Protection heading, titled:
Disable Protection:

With a Disable button below it.

You can also disable Leech Protect via Features Manager.

@CaygriWEB and @ServerHealers

Can you share a screenshot where it is located?

Honestly I tried to follow the message from cPanel to fix this problem by removing chkservd in Service Manager as they noted below but I am not sure it will be solved or not.

Code:
The chkservd process attempts to connect to 127.0.0.1:80” in order to validate that this service is functioning. If you blocked connections with iptables or the Host Access Control” interface in WHM, this failure may be a false positive.

To resolve this issue, either open the firewall to allow connections as the root user to 127.0.0.1:80” or disable checks for this service in WHM's Service Manager” interface with the Configure Monitor Settings” link below.

Configure Monitor Settings:

Configure chkservd:

Disable HTML notifications:
