I am selling template packages from my partners and I want to have a subscription billing for my customer to pay and get support and upgrades from templates. How can I create Paypal recurring payments on my site?

I recommend looking at paypal api list(sand box) for assistance. You create a simple database and php script for assistance. But as mention above its recommend to get a subscription management option, after all you may need to automation of cancellation as well.

It should be noted that throughout the years PayPal Subscriptions have had on and off issues. If possible you should find a way to use PayPal Billing Agreements.
