It depends what website is it like ecommerce , wordpress, static html , joomla. each website needs different resources to work properly. As an example you can host hundreads of website on a VPS provided its properly tuned, optimized for the use as well as your websites should be optimized too.

This is a difficult question to answer and is depended on many different factors. If you are using CloudLinux you will be able to host more domains and keep control over server load compared to CentOS or Debian. My advice would be start loading the server up with domains until you reach a load average of around 75%.
