What is the difference between virtualmin and webmin?

I was wondering what is the difference between virtualmin and webmin when I installed webmin on my hosting?
I did read some guides on the internet said that virtualmin is just an addon of webmin but I don't know why they are making two separate control menus? I just am trying to find an easier way to be able to clarify which one I should be in, it's reason why I put this question here.

Webmin is a system administration tool that makes it simpler for admins to manage their Linux boxes.

Virtualmin is a module that sits on top of Webmin, that provides functionality for non-root users to manage their shared hosting accounts.

So Virtualmin is a must and need for adding new domains to Webmin?

Or it is needed for web hosting providers to manage shared hosting accounts, for normal users, I don't need to use Virtualmin?

Virtualmin is actually end user interface to manage the website hosting stuff like adding FTP accounts , email IDs , directories etc.. so yeah .. its needed for shared web hosting providers to manage shared hosting accounts.
