Is it possible to create a dashed or dotted line in photoshop below cs5?

My Question is that, Is it possible to create a dashed or dotted line in photoshop below cs5 without using Brush or brush presets.

Creating a new photoshop document with some pixel, make a dot (1x1 px) and fill into your layer.

Next step, using marquee tool to select the dot and make it as pattern. Now you have got a pattern and you can fill to layers, it will create dotted lines as you expected wihout using brush or brush presets..
