OVH is the biggest dedicated server provider by a long shot, if we're talking about servers sold to general public. AWS and Google Cloud does not sell dedicated servers per-se - they sell Cloud resources, so essentially they are VPS with all the added benefits of the Cloud. Of course, you can get dedicated resources (e.g. resources of the entire host node) allocated to you, but even then it wouldn't really be a dedicated server, as you'd be limited by so many other things.

Actually it's hard to define which one is the biggest and in which continent...

For North America, I would assume Softlayer to be near the top, considering their IPv4 assignment is larger than OVH. Rackspace has at least 6 ASNs, making the comparison more complex.

Also considering Softlayer's acquisitions of The Planet, EV1Servers, etc, I would think they might have the overall largest quantities of dedicated servers in North America. Their parent, IBM, also has a number of network assignments that, if considered, would further tilt the scales in this direction.

IPv4 is obviously not a requirement for hosting a dedicated server, but just one (easy) way to gauge provider usage (due to publicly available datasets).

Agree here, since nowadays IPv4 run's out/exhausting in all regions i would really make a TERM to all the regions like ripe/arin/afrinic/apnic to get back the ips to some companies that really don't even need them. Example is Ford company in USA which it has a /8 for which reason? And a hosting/ISP that really need the ips, cannot get them. Personally we applied for a /22 subnet and got the answer that we can only get /24 max and that's it...
