If it is like:

ns1.exammmple1.com -> IP of x1 server -> suspended
ns2.exammmple1.com -> IP of x2 server -> active

DNS server answers the client resolver /browser with an IP of a server that's optimal for the client/browser.

1) The primary DNS IP is considered.
2)The shorted path to the resource from the client/browser's location.

- Case1: The browser1/client resolver1 picks the IP of server1 and returns the suspended page.
- Case2: If the browser2/client2 resolver2 picks the IP of server2 and returns the active page.

No matter whether it is a suspended account,content is removed, the entire account is removed from the server.

In the second and third cases the web server will respond with a status code.

- The user who reached the server1 will receive the following responses accordingly.

1) For suspended accounts it will return a suspended page.
2) If content is removed from the account then it will return a 404 resource not found', HTTP response.
3) If account is removed it will return a status like 400 or 412

when the domain resolves from ns1 server it will show suspended and when it resolves from ns2 dns server it will show website.

if you want to show only live website from second web server you have to delete or disable zone of ns1 dns server so that it stopped answering the web server ip and all answers will be served by ns2 server which will show working website , you can also use dnsmade easy service to test uptime of web server and for high availability of website.

We have two servers and we are pointing the ns1 to servers1 and ns2 to server2.
Name servers are duplicated for redundancy, not to play casino, like what you get if you query this or that :)
