I am wanting to buy 1 WHM / cPanel license with good price to setup for a new server next week. I have seen pricing on cPanel website http://cpanel.com/pricing/ but its price is $20 / month, wondering that there is a reliable place to buy WHM/cpanel license with lower price or buying it monthly or 3 months once?

For cPanel, the cheapest External License (can be used on any IP) Pricing I have seen is https://buycpanel.com. Alternatively, if your data center is a cPanel partner then you may be able to access cheaper pricing.
