What is mod_bwlimited?

Can anyone tell me exactly what does mod_bwlimited actually mean? I know it is a cPanel specific module, but I can't seem to figure out what it does. I need someone here explain me.

mod_bwlimited is a cPanel module for limiting and monitoring of bandwidth and connection speed.
It also allows cPanel to give generate reports of bandwidth usage on HTTP, HTTPS, FTP, SMTP and a few other services.
