I know we will get what we pay for, but if I spend $5 per month for a shared hosting account and I have not decided yet what kind of site I will be hosting there then it is possible to get good and quality hosting account at $5 per month or below? I am just asking for answers because I want to move 2 sites from a VPS to a shared hosting account for using and decrease loads for a VPS.

$5 a month for a shared hosting plan is about the upper limit I would pay, I would also expect great support for that price.

The shared host are limited with respect to the hardware resources like i/o input, memory, number of current processes. So I would advise you to first check the host what are their hardware limitations as with your budget you will find shared hosting with any company. The only thing you will have to be careful is choosing the one offering best hardware resources to you with good up time.

Am sure that you would expect a big return from your provider.
support must be a guarantee for that price.

Usually you should check for speed and bandwidth usage limits if you are moving from a VPS.

Goodness, upper limit? Although I think it is possible to get a solid shared web hosting platform for around $5.00 per month, I definitely would not consider it my upper limit, nor would I expect stellar support for that price. Just my own opinion of course.

If you look hard enough (look for deals) getting a solid web hosting account for 2 websites is definitely possible. Just depends on how busy the two websites are.

You can get a decent Reseller account for around $5/month which would allow you to host each website under their own cPanel account, and by doing that, each website would have dedicated resources as opposed to the resources being shared for both domains under the same cPanel account. Also, don't settle for using a provider whose limits are set to default CloudLinux limits. Providers who have a good business model (quality over quantity) can offer you much more resources than the default limits set by CloudLinux. It is possible to use very similar resources of a decent spec unmanaged VPS for the same price of a Reseller account.

Good luck with the research on this.

For that price you can get incredible services like a domain, ssl certificate and unlimited hosting, and even for less, PM for more information about the specific providers

Tons of providers are out offering reseller hosting service for this price, you could even contact a provider and ask them to make a custom plan under your budget. If they are a good standing company that carry no debt, own there own hardware and or datacenter. I think they will be able to offer you with a plan at that price. Find a company that is either colo or on a dedicated server from another company and they may not be able to offer you such a plan.

That's a reasonable price for shared web hosting. My company offers shared unmetered hosting for $2.99/month.

Most at $5 per month, offer very little for a site, so your site needs to be extremely small as they will typically suspend for cpu usage.

No, look for a host that's been running for 20 plus years, like EIG lol. That isn't the only thing you have to think about; there is more to it than just that e.g., how long a provider has been in business. One needs to check reviews, make sure they offer excellent performance, uptime and is affordable within their budget, to name a few.
