cPanel optimized and WHM on an unmanaged VPS?

I heard of cPanel optimized and WHM, how and where can I get a license to have it on an unmanaged VPS?

I would start an unmanaged VPS and install some free hosting control panels or paid panels for starting my sites. So, what steps should I start with?

You DO NOT have to pay for an unmanaged vps license, but for a VPS cPanel + WHM License itself.

You should choose the panel that you want if you want free panel you can try VestaCP, if you what to buy panel cPanel is really good

You can also look to Centos Web Panel, which have many features for free.

And see if you hosting have licenses with some discounts for cPanel

You can go ahead with cPanel, it is more easier for you to manage. You can do some google search and manage the hosting using cPanel. Also you can hire an administrator for doing tasks which are beyond your knowledge.
