I have a great mobile site, but the Mobile-Friendly Test tells me that my pages aren't mobile-friendly.

What is your site URL?
Need to have a look and check if something is wrong on your site so that it wasn't mobile friendly when you are checking on tools.

If your referring to the Google mobile friendly test, it will tell you what needs to be corrected.

Provide us URL so we will easily define the problem in your website one thing more if your website is not responsive then you finding this error. First tell us that your website is friendly or not and secondly provide us URL.

The reason was that Googlebot for smartphones was blocked from crawling resources. I just made change and allow the google bot to crawl necessary files. Then I submit my website by using Fetch as Google.
