Usually the cheapest, doesn't mean the safest. There are many facts to considered, starting with the nature of your project. Do you need to host a large app requiring big storage space, a lot of processing power, and high bandwidth or do you need to host just a regular website?

90% of every article written about the "best web hosts" all mention the same 5 or 10 businesses. I've been a WordPress freelancer for over 20 years, so I have used every single one of these companies multiple times. So to answer your question, I don't know of any unbiased source. These top companies pay big commissions for referrals, which is how they make the list in the first place. I believe this because I know for a fact that many of these top hosts are the lousiest hosts out there.
If you are simply looking for the cheapest host, just pick one. Trust me, the ones that make the top-whatever lists are mostly all the same. Having said that, I can tell you the companies I hated the least, Like A2 or Inmotion.
