I would like to be able to run file hosting and email hosting on a VPS, no PHP or any other programming language support on hosted accounts which I think it will be more secure. Can you disable PHP/CGI features on Feature Manager in cPanel or Plesk?

If you want to disable all web related services, what you can do is to disable Apache services from the control panel. Also you can block ports 80 and 443 in firewall if you do not need them anymore.
