I use sublime and Notepad++ as they both are easy to use with HTML and CSS.

Moreover they also provide good interface with highlighted colors which helps in better coding and less errors.

Personally for me, it has got to be Notepad++ with Dracula Theme. The theme makes it easier on the eyes and it makes it "kinda" look like Sublime Text.
