You can use the benchmark script bench-2 from github.

Code:
wget https://raw.githubusercontent.com/hidden-refuge/bench-sh-2/master/bench.sh
bash bench.sh

You can test speed drive , if it's KVM try hdparm -Tt /dev/sda

Also you can test Internet speed, use wget and some large file.

and use this script https://github.com/mgutz/vpsbench

You can ask for the processor name and ask if the provider don't over sell the VPS's on a dedicated server.

As suggested by many members, I also use speedtest-cli which is a python script, After downloading script to your server. Run script using python command like "py speedtest-cli" or "python speedtest-cli"

For disk test, You can use "dd" command which is so easy to run.

Command: 2 commands

Then run "py speedtest-cli" or maybe "python speedtest-cli" (Without quota) and wait for few minute, It will show result.
It works with the second command

[root@myvps ~]# python speedtest-cli

Yes, server location do matter. IF the location is far from your targeted audience . They website may load slow on their location. You can have a CDN service to have your static content delivered from a CDN service.
