Why Payoneer has a monthly maintenance fee where Neteller is offering free?

I am going to activate Payoneer mastercard on 1st Feb, 2015. But still I am hesitating as they have a monthly fixed maintenance fee of $3. On the other hand, Neteller doesn't have any maintenance fee. Why this discrimination? Is it because they are widely accepted and reputed?

Neteller Disadvantages:
Higher commission to deposit money if you reside in LatinoAmerica (from Europe is almost free, but Latin America is more expensive). Remember that SI Neteller account transfers are free.1 to week switches to "maintenance" and tends to be 2 or 3 hours Off-Line service and can not use the card (still, always be notified 1 day before via Facebook or Twitter)They charge $ 5 per lose your PIN and generate a new one.

I'm checking the payoneer website and I can't find anything like that. I use payoneer and have never been charged a monthly fee, they only take $29.95 which is a yearly fee.
