Photoshop is only first step to create a gif image, you can design graphic in photoshop, after that switch it to Image Ready and creating motions for your picture that you created before in photoshop.

To create gif images, you can use very more tools to design and generating it instantly from program without photoshop or image ready. I suggest you google it for best results.

You can do it through online, there are lots of website which allow you to upload and create gif images.
