How to tell if nameservers have propagated?

I often move domain names to new hosting or changing web hosting servers to new providers hence I need to update nameservers. Can you guys tell me how to check if nameservers have propagated fully or not? Which tools are the best to check for this?
I am looking forward for your answers.

You can check to see if the name servers have changed using a whois either command line or going to https://www.whois.com/whois/. Now whether your DNS is fully propagated is a different story. You'll have to see what the TTL is on the old name server and just assume that someone somewhere grabbed DNS from it just before you changed the name servers.

So if the TTL on the old name servers was 24 hours then someone could potentially have old IP info for 24 hours from the point that you changed the name servers at the registrar.

I think the general rule is that it takes 24-48 hours for name server changes to fully propagate. However, that's been that way forever and it seems that it takes effect much quicker these days.
