Is there any VPS with dynamic IP or can I install dynamic VPN on VPS? I can need it for social media accounts or other jobs.

VPS do not have a Dynamic IP unless you have a pool of IP addresses on your own server and you can assign them all to your only VPS server.
Or you need to find a provider that lets you reassign the IPs, but I've never seen any that allows you to do that. Most virtual instances providers give you a new IP after deleting / creating your VPS.

With Amazon EC2 you can terminate the old and create a new instance with a new IP address anytime.
If you're planning on using this for nefarious purposes, Amazon has notified every major RBL and other stuff/abuse clearinghouses/etc to blacklist the dynamic ranges.
