Yes I think this can happen with some users who are using low internet connections but nowadays that is hard to happen because the connection is improved more and websites are running on fast hosting.

Vultr and Digitalocean are good ones if you need a decent VPS hosting company for your websites. I used their services and they are pretty good, in other hands, you can find more good shared hosting providers on this forum, check out hosting marketplace.
