Like some have said above, PHP & HTML are two different things. HTML is a Markup language and can be considered as the skeleton of a webpage. PHP adds things such as the ability to login etc.

You could definitely try freelancer sites, I used a freelancer site to build a site function and design a logo it was great!

I got an annual subscription because it’s cheaper if you pay for the year. Try looking into that, not sure if it was a promotion, I’ll check it soon.
