I believe it could be either when it's activated or when you add files to it. Not 100% sure. Have you tried contacting a live support agent?

I was able to get to the Philippines Google page. What Google url are you having difficulty accessing? Google does offer hosting and domains but I don't they specialize in it.

@Dr. McKay, I personally haven't dealt with spammers on WordPress. But perhaps enabling post approval?
