Which RIR did you apply for /22? We've definitely noticed more difficulty (and longer wait) for new assignments. Sometimes, we get expansion of previous assignment (i.e. /24 expanded to /22, etc) as opposed to "new" assignments. IPv6 is in plentiful supply, however...:)
