It depends with what location you are from... Can I ask where you came from?
Anyway, in my country you can just link your bank account and use a virtual credit card in order for you to be verified in Paypal. I used this method since I am really careful in giving out details online using my credit card since hacking and fraud is really happening today online.
As of now. I can use my Paypal already without linking my credit card to them. Maybe you can also ask Paypal Support to look further into this.
