Some said that "You only need SEO if you have a website that you want people to find it via search engines." so startups will need it?
Different people have different interpretations, and some aslo will tell you that many startups should not pay a lot of attention to SEO, because they're not doing something people search for. is it correct?
What do you mean by "startups"?
I ask this because there are new websites which could be considered a start up. And there are things like Kick Starter campaigns for new project start ups.

Well I think that's just a ridiculous thing to say and believe.
Every website needs SEO at some point.
If you want your new website start up to be successful you will need and have to do or have at least 1 of these 3 things.
- SEO (Both on-page and off-page) if you want your site to actually rank high for things.
- Luck (Sometimes sites rank high straight away, it's rare and harder these days but it does happen).
- Advertise (So people can actually know about it and get traffic to the site).
So in answer, no, it is not correct to say and believe that you should ignore the SEO of your start up site.
That's just ignorant and arrogant to think that your site would survive or even get anywhere with it or anyone of the 3 bulleted things.
