Submitting links from 0 PR pages is a really bad idea. You will end up disavowing a lot of good links.

PR data has not been publicly updated since December of 2013, so every webpage created since then is going to show as a PR 0 in the Toolbar.

Even if PR was publicly updated on a regular schedule again, a PR 0 page does not indicate that the link is bad, and certainly not worth disavowing.

Honestly, unless you hired a crappy link builder to build some horrible links and are trying to reverse the damage they did or you have solid evidence that someone is using negative SEO against your site, I probably would not bother disavowing any of your links.

Last time I considered to disavow these types of links...

Links from directories.
Links from Low or No Authority sites.
Links from Not indexed in Google.
Links from Thin Content.
Links from some Article Directories.
Links from some Blog Comments.

Hope they will help you to disavow unnatural links.

Hi,

Check your links, and websites that are linking to you. You can easily find it in webmaster tools. Now look for the links that is not known to you or which is not relevant to your niche.

If you think that link and website has not maintained the quality of the google standard then you can disavow them.

Really it's a valuable tips. You now should use MozBar and check DA of the website instead of PR like you did before.
No that is not a very good idea either. DA is incredibly inaccurate. If you start disavowing links based on what Moz says, you are going to end up disavowing some really good links.
