Is it possible to enable and disable Curl in cPanel of a shared hosting? I fount this function some websites can use it to get content from other site. If I block it, they will not use this function on their website any more?

I would suggest not disabling this as it will likely result in a lot of complaints being received from your customers, a lot of them likely need this. Most people aren't using this for malicious purposes.

Consider the security issue before enabling this for a single customer.

CURL is used for running the various scripts like payment gateway, downloading the files from the remote server. It ha various libraries which also controls the working of the SSL/TLS on the server. HTTP upload is working because of the curl so it is not suggested to disable it. Keep it enable for the smooth working of the website.

Enable curl in cpanel will be accessible if you have root access to Cpanel But in shared hosting if you make changes for particular domain than it will affect to othere website also
