UX/UI: are they useful to learn?

UX and UI design are both important steps of web design (included, but not limited to it), and they're specifically meant to improve a user's experience during navigation.

Could learning their basics or focusing on them be helpful to me? Would they improve design structure in a significant enough way?

To answer your question then firstly I would like to know what is UX and UI in your mind?
when saying about website design then what you wanted for your websites?
Just want to know some factors to answer your question correctly. :)

I think of both UX and UI of similar concepts, with the former being the underlying structure and the latter being its graphical robe. When I think of UX/UI design, instead, I think of common guidelines, usual techniques and the rules behind the positioning and shape of each element a user can interact with in a website, especially regarding menus and buttons.
As for what I want from my website... I guess I'd like it to be functional and with an original task. Menus, bars and whatnot are always styled and placed in the same way, and I'd like them to be more eccentric, but I'm sure I'd end up with a complete mess without knowing the underlying theory.
