Is a website without accounts foolproof?

When a website is attacked, it seems account data is the first to be stolen, and a lot of attacks are perpetrated through inputs due to the presence of accounts (e.g. login forms).
Can a website be foolproof if it doesn't hold any account data? Or, at the very least, would that greatly reduce the risk of attacks by limiting the number of possible breaches?

If a website doesn't hold any data, and do not have any traffic, there are less risk to be attacked. Because there are less reason to attack it.

Is that the only reason they're more secure? Would there really still be a way to hack them if there are no entry points in the first place? I'm mostly referring to proper attacks, e.g. homepage redirects to another page or is replaced with another page altogether, rather than DDoS attacks.

The website without accounts will reduce the attack on the server. It is not the case that it will not affected by the attackers but chances will be less. As there won't be any server communication, the data won't get transmitted so chances of getting data hacked are less.

But sometimes scripts get hacked so you should have the proper security policies.
