Is it possible to install cPanel on localhost to test somethings out? I've just thought about this idea but not sure it can be done or not.

cPanel requires a public facing IP address to be installed. You can use the 15 day trial however. https://cpanel.com/trial/

As far as I am aware you cannot. You should have a public facing IP address configured on the system, which the cPanel will relay to check and validate your license. Please check https://documentation.cpanel.net/display/ALD/Installation+Guide+-+System+Requirements for more details about the requirements to function cPanel. As suggested above, you can get free 15 days trial once installed [ you should make sure that your server IP address isn't used for trial before ]. So get a cheap VPS , install cPanel on it and do your testing; that my be the best option for you. Good Luck!

If you have a static IP and access to change the RDNS for your IP then no problem.

Agreed and even you can install it on a localhost then I think it will have more problems happen because cPanel is designed to install on a hosting, not a localhost.
