I want to know what is the difference between Desktop and Server CPU? I can buy a server CPU for my PC to have a strong computer for HD gaming and media?

Server CPU include advanced features for virtualization and security, and are ready to be used 24/7 for several years.
But there is no advantage to use them on a desktop.

If you are looking to use a Xeon E3 rather go with an i7, both of those CPU's are quite similar except that the E3 runs on a lower clock speed.

You should go with a desktop CPU.
i think server cpu costs more than desktop cpu.

Server CPU is designed to serve for servers hence if you are using a desktop computer, you should buy which its needing for.

People tend to buy old server CPUs because they tend to be cheaper than old desktop CPUS ( a trend I noticed in my country ).

However, if you are buying new, go for a desktop CPU ( higher clocks )

Well they say that server cpu is more reliable when using 24 hours, but I have noticed that desktop cpu are also designed to run 24 hours and we get no issue running them 24 hours.

It depends on what specific things you want to do and how much. Many professional video editors are using Intel Xenon processors (server grade) to have to best editing experience. Many are using 2 server CPUs at once as well.
Generally speaking, server CPUs are not for gaming (they run more error checks and the performance is not that good for gaming), but for editing multimedia, they're awesome! There's a video on Servers vs Desktop PCs on Techquickie's channel - you might want to check it out.
