Social media doesn't help SEO, you should not include this into SEO services.

You can do this for yourself if you have a good budget, you can hire writers to write content for your site and some people can do link building services.
Make sure that they will provide quality backlinks or vice versa, it will hurt your site rankings.

Why don't you try yourself first? Get good at content marketing and you never have to rely on someone else for getting you new business. Just take a bit of time to read around some best practices and give it a go

No one can guarantee search engine rankings. Also, the budget you have left aside for your project is too less considering the top agencies charge double what you are willing to invest. Also, $500 isn't something that will help kickstart your campaign atleast in terms of Adwords/Fb ads.

You can check out forums that offer SEO services and read the reviews of these reviews. I suggest you avoid the likes of SEOClerks and focus on forums with a more engaging and scrutinizing community that will check on these offered services properly and send decent feedbacks and not just one liners as reviews.
