Web hosting includes the following:

1. Web server (apache, nginx, litespeed, IIS etc..)
2. Programming and server side script support which may include or may not include the following.

a) PHP
b) ASP.NET
c) Perl
d)Phython
e) Ruby on Rails

etc.,

Database systems

a) MySQL
b) MSQL
c) Postgre SQL
d) MongoDB

etc.,

3. Storage space ssd or hdd

4. Control panel (software to manage or operate your server in easy manner). Ex: CPanel, Plesk, Webmin, DirectAdmin etc..

5. FTP , SFTP, WebDAV etc... to connect to the server to manage your files and folders

6. SSH (advanced) command line access to your server. Depending on previliges you have you can do simple operations to rebooting server or installing new software...

7. Instance resizing, rebooting, rebuilding and other operations, if you are on vps or virtual machine.

All these features may or may not include in all hosting types. But these are some pointers to help you understand what does a hosting include. Let me know what are you looking for? I can you guide you, if you let me know your requirements.

For Shared Hosting, Most of the time, it's featured by cPanel. So, there should be PHP Support, Hard Disk Space, Bandwidth Limit, Auto Installer, Backup Option, CloudFlare, DNS Zone Editor, MySQL & first of all Web Server (Apache/LiteSpeed) !

Why web programming as PHP, Python can consider as a part of web hosting?
You missed web hosting hardware, if you don't have it how you can host your data on :)
Programming support is provided to make sure that customer will be able to host their applications / scripts or websites on the web server. There exists several kinds of hosting.

In general, shared hosting comes with default software stacks like LAMP or LEMP based on the server and environment. It may or may not be part of plan you are purchasing. I think, you did not read my answer fully. I mentioned "May", because I know someone will come and ask, a question like this.

I did not missed. I wrote that instance can be restarted, resized or rebooted. And these are operations made on hardware, so that makes sense hopefully.

And when we think about software to work, there is definitely some sort of hardware under it. It is pre-assumed that OP knows how a computer works, its a combination of hardware and software and I do not think, I need to mention the point specifically.

By the way, OP did not mentioned what he / she is looking for? If he was talking about VPS or Cloud or Dedicated server, I would have answered this. Hope you got my point now.

A web hosting includes all the Software and hardware facors which makes your application optimized in speed and usability. I would love If a web hosting contains these things on a software side:

Apache
Elasticsearch
Memcached
MySQL
PHP-FPM
Nginx
New Relic
Redis
Varnish

On the hardware side You can see:

RAM
CPU
Bandwidth
Processor cores

If you would like to optimum performance in a webhosting, look for this thing
1. SSD Disk space
2. Cloudlinux OS
3. Litespeed webserver
4. MySQL/Mariadb
5. PHP/PHP-FPM
6. Good control panel like cPanel
7. Disk space
8. Bandwidth
9. IOPS Limit
