Xenforo is developed by Vbulletin guys only after selling Vbulletin. Its said to be better than Vbulletin, I have read on different forum due to its features, speed and SEO optimization much important point security its preferred.

Still if you compare more or less all three forum are good and one of the best in the market.

Why don't you want to start with a free software the go for a paid version when you achive it.

It's not easy to run a forum you need to work harder.

I saw there is many forums come and go because they can't fight in the big market.

I agree with ohostme, why not start off with free forum software and then go to a paid software if you get members. I am not trying to sound discouraging but you literally have a better chance of being stuck by lighting then getting a forum to take off. The market is way over saturated and social media is killing forums.

Having said all of that if your going to make a forum do it because your passionate about it and you love the subject. Because its not going to work if your just doing it for the money and its not worth the time or the effort.

Yes I checked Xenforo and it really has better performance and security.

Just wondering who was team leader of old vBulletin team, Chris, Mike (Xenforo) or Paul M (vBulletin)

I don't want to go with free forum software because upgrade from free to paid forum can hurt SEO and traffic of it because they can have the different site and URL structure.

I know building forums are more competitive but if build into small niche, it is more easier to compete and having a little traffic.

If you really want to go with paid forum :

I read mixed reviews about vbulletin.

Xenforo is getting more postive ratings.

But i naver used both. I used IPB and it was great software for me. Easy to use admin area also.

What features of IPB you consider it as great forum software? I used it once in the past but moved to vBulletin.
Now I am checking Xenforo 2 but seem it is in the developing process and not available at this time, at least a year more as I guess.

I saw more people are moving to IPB, I didn't read reviews so that I am not sure why that but according to me, Xenforo is still a good forum software, if you want to develop your forum, Xenforo 2 or vBulletin 5 is easier to go with, while IPB has many existed addons to use but this cms is hard to edit or develop.

IPB can be a good choice if you need a stable forum software with standard features.
It can consume a bit more server resource if you use many addons.
vBulletin 5 doesn't have many plugins to use while Xenforo 2 is being developed and no one knows when the stable version will be released.

These days lot of people are going for Xenforo. But I have found that IPB remains strong. It all comes down to features you want. I have found that default IPB looks good enough and often does not need much theming. In case of Xenforo, the default theme seems to be raw. I have also found out that a lot of extensions still favor IPB instead of Xenforo.

I think VBulletin is still the best until today. If you have tried XenForo and vBulettin and comparing them, vBulettin much more lightest on the browser than xenforo. But the choice is in your hand. Try to read their functions and capabilities and compare them. You can make some experiments on both of them on your localhost server.

@OnaDavney yes because rest of the world is following GDPR. California is first state in USA to do so as well others see https://www.theregister.co.uk/2018/06/29/california_data_privacy_law/

California has become the first state in the US to pass a data privacy law – with governor Jerry Brown signing the California Consumer Privacy Act of 2018 into law on Thursday.

The legislation will give new rights to the state's 40 million inhabitants, including the ability to view the data that companies hold on them and, critically, request that it be deleted and not sold to third parties. It's not too far off Europe's GDPR.

Any company that holds data on more than 50,000 people is subject to the law, and each violation carries a hefty $7,500 fine. Needless to say, the corporations that make a big chunk of their profits from selling their users' information are not overly excited about the new law.
