Going with DDR3 or DDR4 RAM really depends on what other hardware you're currently using, and what hardware you plan on using in the future.

DDR4 is a new RAM and in comparison to DDR3 the no: of pins are increased, voltage utilization is low and capacity as well as bus speed is increased. But the price and limitations in the form of compatible architectures like paired motherboards or processors will make the switch for the normal home users currently a little rough.

DDR4 is technically faster than DDR3.

To be more precise, it is capable of faster speeds.

Not all RAM are created equal, 4GB DDR3 won't achieve the same performance than 4GB DDR4 in most cases (however it is possible).
As DDR4 is capable of running at higher MHZ speeds, it's able to perform at a higher level than DDR3 of identical GB RAM size.

To be short: speed. Any newer memory is faster because of bus frequency which gives higher data transfer rates.
